In this guide we compare eight custom tote bag manufacturers that fashion brands actually use in 2026, break down MOQ tiers, print methods, certifications, and walk through a factory vetting checklist you can use before signing any production order.
If you run a fashion label, a retail brand, or a DTC startup, the custom tote bag is no longer an afterthought. It is a branded touchpoint: the dust bag that wraps a handbag, the shopping bag that walks out of a pop-up, the merch piece that turns a customer into a billboard. The problem is not finding a supplier. The problem is telling apart a real manufacturer from a reseller who buys blank stock from a third party and heat-presses your logo in a back office.
We have been producing custom bags at our own factory in Turkey since 2011, and we see the sourcing confusion every week on buyer calls. This guide puts eight manufacturers side by side with verifiable specs so you can make a decision based on production capability, not marketing copy.
Why fashion brands are investing in custom tote bags
Three use cases drive most of the orders we see from fashion buyers:
- Dust bags and garment covers. A woven-label cotton dust bag that wraps a leather good or a folded garment adds perceived value at a fraction of the product cost. For brands selling at $100+ price points, a generic poly bag undermines the unboxing.
- Branded shopping bags. A reusable canvas shopping bag replaces the disposable paper bag and keeps circulating long after the transaction. The cost per impression drops every time the customer carries it to a coffee shop.
- Merch and limited drops. Tote bags sit in the $15-$30 retail sweet spot for branded merchandise. They are low-risk inventory, easy to ship flat, and work across genders and age groups.
The common thread: all three need a manufacturer who can handle custom dimensions, woven labels, specific fabric weights, and consistent print quality across a run. A promotional bag supplier can fill the merch slot, but the dust bag and the shopping bag require a factory that cuts to spec.

Pamusan (our workshop)
We are a 30-person family-run workshop in Turkey producing cotton and canvas bags since 2011. We cut, sew, and print in-house, which means we control fabric sourcing, stitching quality, and print registration without a middleman. Our standard canvas ships with OEKO-TEX Standard 100 certification, and we include the certificate in the quote package by default.
For fashion brands specifically, we handle custom dimensions (not just standard 15 x 16), woven labels sewn into the seam, custom hang tags, and dust bag production for luxury goods packaging. Our MOQ is 100 pieces for custom prints. We ship direct to the US with air express in 5-7 days or sea freight in 25-35 days.
Browse our 6 oz custom tote program for lightweight fashion totes or the 10 oz canvas tote collection for heavier retail bags.
Tote Bag Factory
Based in Garden Grove, California, Tote Bag Factory has been operating since 2012 and stocks one of the widest blank tote catalogs in the US. Their strength is speed: because they warehouse blank inventory domestically, turnaround on standard sizes with screen printing is faster than a factory-direct import. They offer no minimum on unprinted bags, which makes them accessible for sample orders and small test runs. For fashion brands, the trade-off is customization depth: standard catalog sizes and materials, less flexibility on custom construction like dust bags or woven labels.
BagzDepot
Also headquartered in Garden Grove, California, BagzDepot has served over 200,000 customers across 15+ years. They carry canvas, jute, burlap, and non-woven options with screen printing, digital printing, and embroidery. Since 2025 they also offer event fulfillment services, which is useful if you need bags packed with inserts and shipped to a venue. Their pricing on non-woven promotional totes starts low, and premium canvas options scale up from there. Best suited for promotional and event use cases rather than luxury fashion packaging.
Enviro-Tote
Enviro-Tote is a New Hampshire-based manufacturer that cuts, sews, and screen-prints every bag at their own facility in Londonderry. They have been operating for over 30 years. Their MOQ is 50 pieces, one of the lowest for a genuine made-in-USA manufacturer. Lead time runs about 7 weeks for printed totes and 4 weeks for blank. Setup charge is $35 per color per side. For fashion brands that need a "Made in USA" label on the product, Enviro-Tote is one of the few that can deliver it honestly. Materials include organic cotton and recycled options.
Unionwear
Unionwear operates a 70,000 square foot facility in Newark, New Jersey, with 175 employees. They are union-made and USA-manufactured, specializing in full custom cut-and-sew construction. This means they can build a bag from scratch to your exact specifications: dimensions, fabric, hardware, lining, pockets. Their in-house embroidery gives sharper results than outsourced decoration on heavy fabrics. For fashion brands that need a completely bespoke bag and want domestic production, Unionwear is a strong option. The trade-off is typically higher per-unit cost and longer lead times compared to import manufacturers.
Zega Apparel
Zega Apparel positions itself as a manufacturer for startups and emerging fashion labels. They offer custom tote bags with logo printing, name embroidery, and color customization. With over 20 years in the apparel space, they bring garment-industry knowledge to bag production, which can help fashion brands that need bags to match a specific Pantone or coordinate with a clothing collection. Good fit for smaller brands testing a tote line for the first time.
Oasis Bags
Oasis Bags operates as a wholesale manufacturer with distribution in the USA, UK, Australia, Canada, and UAE. They carry canvas, cotton, leather, straw, and vegan material totes. Their private-label program is designed for brands that want to sell tote bags under their own name without investing in factory infrastructure. For fashion brands with international distribution needs, Oasis offers geographic reach that single-location manufacturers do not.
Tack Apparel
Tack Apparel focuses on sustainability, offering totes made from recycled materials alongside standard canvas options. They position themselves as a partner for brands building an eco-conscious product line. Their canvas tote bags are marketed as durable and environmentally friendly. For fashion brands where the sustainability story is central to the product narrative, Tack provides material options that support that messaging with verifiable recycled content.

Browse Custom Tote Bags →Sourcing criteria: certifications that matter
Fashion brands face increasing pressure from retailers, marketplaces, and consumers to prove that their supply chain meets safety and ethical standards. Three certifications come up most often in sourcing conversations:
OEKO-TEX Standard 100 tests the finished fabric against over 1,000 harmful substances, including azo dyes, heavy metals, formaldehyde, and pesticides. It is the baseline for any bag that will touch skin or food. Every serious retail buyer we work with asks for this on the second call. If a manufacturer says they are OEKO-TEX certified but cannot provide a certificate number and issuing institute, that is a red flag.
GOTS (Global Organic Textile Standard) certifies that the fabric contains at least 70% organic fiber and that the entire production chain meets environmental and labor criteria. If your brand markets the bag as organic, a GOTS certificate is the only claim that holds up under scrutiny. An "organic cotton" label without GOTS is marketing, not certification.
BSCI / SA8000 are social compliance audits that verify fair wages, safe working conditions, and no child labor at the factory level. For fashion brands selling into EU retailers or large US chains, a social audit is increasingly a prerequisite for vendor approval, not a nice-to-have.
Verification tip
OEKO-TEX certificates can be verified on the official OEKO-TEX label check website using the certificate number. Ask every manufacturer for this number before you compare quotes. A real certificate takes 30 seconds to verify.
MOQ tiers and typical 2026 pricing
Pricing for custom tote bags depends on fabric weight, print method, quantity, and customization level. The ranges below reflect factory-direct pricing for a standard 15 x 16 inch cotton canvas tote with a one-color screen print on one side, FOB factory (shipping and duties separate):
| Quantity | 6 oz Cotton | 10 oz Canvas | 12 oz Heavy Canvas |
|---|---|---|---|
| 100 units | $2.20 – $3.10 | $2.80 – $3.80 | $3.40 – $4.50 |
| 500 units | $1.50 – $2.10 | $2.10 – $2.90 | $2.60 – $3.40 |
| 1,000 units | $1.20 – $1.70 | $1.70 – $2.40 | $2.10 – $2.80 |
| 5,000+ units | $0.90 – $1.30 | $1.20 – $1.80 | $1.60 – $2.20 |
These ranges assume standard construction. Fashion-specific extras add cost: woven labels ($0.15-$0.40 each), custom hang tags ($0.10-$0.25), dust bag construction with drawstring ($0.80-$1.50 over a flat tote), and full-color DTG printing instead of screen ($0.50-$1.50 per unit above screen cost). When comparing quotes from different manufacturers, make sure you are comparing the same spec — a $1.40 bag and a $2.50 bag that look similar in photos are almost never the same product.
Print technology comparison
The print method you choose affects durability, color range, per-unit cost, and minimum quantity. Here is how the four main options compare for fashion brand applications:
| Method | Colors | Best Volume | Durability | Fashion Use |
|---|---|---|---|---|
| Screen printing | 1-4 solid colors | 200+ units | Highest (50+ washes) | Logo bags, branded shopping totes |
| DTG | Unlimited (CMYK) | 25-500 units | Good (30+ washes) | Full-color artwork, limited editions |
| Heat transfer | Full color | 1-100 units | Moderate (15-20 washes) | Proofs, samples, micro-runs |
| Sublimation | Unlimited (CMYK) | 100+ units | High (embedded in fiber) | Synthetic blends only, not pure cotton |
For most fashion brands ordering 200+ bags with a 1-3 color logo, screen printing is the right default. If your design includes gradients, photographs, or more than four colors, DTG is the better path. One critical point: sublimation does not work on 100% cotton canvas. Any supplier who offers sublimation on a pure cotton bag is either confused about their own materials or planning to switch you to a polyester blend without telling you.
Fashion-specific features to specify in your order
A standard promotional tote and a fashion-grade tote start from the same canvas but diverge at the details. If you are sourcing for a fashion brand, these are the line items to include in your specification sheet:
- Woven labels. A sewn-in woven label with your brand name, care instructions, and country of origin turns a commodity bag into a branded product. Specify placement (side seam, center back, handle base) and content before sampling.
- Custom hang tags. A printed or embossed hang tag attached with a cotton cord adds retail shelf presence. Useful for wholesale accounts and pop-up displays.
- Dust bag conversion. A flat tote pattern can be converted into a drawstring dust bag by changing the closure and adjusting dimensions. Most factories charge $0.80-$1.50 extra per unit over the flat tote equivalent.
- Luxe packaging. Individual poly bag wrapping, tissue paper inserts, or branded boxes for gift-ready presentation. Specify packaging at the quote stage, not after production.
- Pantone matching. Fashion brands usually need exact color matching for fabric and print. Request a Pantone swatch reference and confirm it on the physical sample before approving production.
- Custom dimensions. Standard sizes (15 x 16, 14 x 15) cover most use cases, but dust bags, wine totes, and garment covers all need custom cutting. Confirm that your manufacturer cuts to custom dimensions, not just standard catalog sizes.
How to vet a manufacturer: factory audit checklist
Before you commit to a production order, run through this checklist. It takes one email or one call to collect the answers, and it will separate real manufacturers from resellers and brokers.
Ask for a factory address and photos of the production floor
A real manufacturer will show you sewing lines, cutting tables, and screen-printing stations. A reseller will show you a warehouse with shrink-wrapped pallets.
Request a physical sample with your artwork
A printed production sample, not a blank with a mockup emailed as a JPG. Check handle attachment, fabric weight, print registration, and overall finish in person.
Ask for OEKO-TEX or GOTS certificate number
Verify it on the official certification website. A real certificate has a number, an issuing institute, and an expiry date. If the manufacturer cannot produce this in 24 hours, they probably do not have one.
Get a written breakdown of the quote
A transparent quote separates unit price, screen setup, sampling fee, packaging, and shipping. A single "all-in" number with no breakdown is a sign that margins are hidden in places you cannot audit.
Confirm who handles quality control
Ask whether QC is in-house or outsourced. In-house QC means the same team that sews the bag inspects it. Outsourced QC means a third party checks samples from a batch, and defects in between get through.
Ask about defect and reorder policy
What happens if 5% of the order has misaligned prints or handle defects? A manufacturer with a clear defect replacement policy has confidence in their production. One that avoids the question does not.
✓ Working with a manufacturer
- Full customization: fabric, dimensions, labels, packaging
- Lower per-unit cost at volume (500+)
- Direct quality control, no middleman markup
- Certifications verifiable to the factory
✗ Working with a reseller
- Limited to standard catalog sizes and materials
- Higher per-unit cost at volume (markup layer)
- Certification claims harder to verify
- Quality depends on a supplier you never meet

Request a Custom QuoteFrequently asked questions
Choosing a custom tote bag manufacturer is a supply chain decision, not a shopping decision. The right partner depends on your volume, your customization needs, your timeline, and your stance on domestic production versus import lead times. Use the comparison table and the audit checklist above to narrow your shortlist, then request samples from your top two or three before committing.
